When a discrepancy is discovered, preserve the evidence before changing anything. Record the physical seal number, container number, location, date, and time, then compare the seal against the original shipping and sealing records.
Check whether the container was inspected, opened, or resealed. Confirm that the seal number belongs to the correct shipment, review available photographs or electronic records, and escalate any unexplained discrepancy according to your cargo-security procedure.
