A security seal does not have to break to fail as a security control. A seal can remain physically intact while providing less protection than expected because the wrong access point was secured, identification cannot be reliably verified, the material is unsuitable for the environment, or the seal can be bypassed without leaving useful evidence. For procurement teams, this is why selecting a security seal should involve more than comparing unit price or breaking strength.

What Does Security Seal Failure Actually Mean?

A security seal has two practical functions: it should help control unauthorized access and provide visible evidence when that control has been interfered with. Failure therefore does not necessarily mean a broken seal. It can also mean that the seal does not provide the level of resistance, identification, evidence, or operational reliability required for the application.

This distinction matters because an intact seal can create a false sense of security when the weakness is somewhere else in the system.

1. The Seal Secures the Wrong Access Point

A seal can only control the point where it is installed. On a container, for example, a seal installed through the designated locking mechanism helps control that door, but it does not automatically prevent access through another vulnerable part of the structure. The seal may remain untouched because the unauthorized access happened somewhere outside the area it was intended to secure.

For buyers, the practical requirement is simple: specify the seal together with the exact access point it needs to control. The physical configuration of the door, hatch, cabinet, valve, meter, or enclosure should be considered before selecting the seal.

2. The Seal Is Strong, but the Application Is Weak

Strength alone does not make a seal suitable. A security seal that cannot be reliably identified is difficult to use as evidence. This becomes particularly important in high-volume operations where large numbers of seals move through warehouses, transport hubs, ports, and receiving locations. Sequential numbering, durable marking, readability, and compatibility with the company’s recording process should therefore be treated as part of the security specification rather than as a minor administrative detail.

4. The Environment Is Wrong for the Seal

Security seals are exposed to real operating conditions, not just controlled storage. Temperature extremes, moisture, chemicals, salt exposure, ultraviolet radiation, abrasion, and repeated handling can affect different seal materials and constructions in different ways. A seal that performs well indoors may not be suitable for prolonged outdoor, marine, industrial, or high-temperature use.

The operating environment should be defined before the seal material is selected. Procurement teams should consider the expected temperature range, exposure to water or chemicals, duration of exposure, and the type of physical handling the seal will experience throughout its service life.

5. The Seal Can Be Removed Without Providing Useful Evidence

The purpose of tamper-evident security is not necessarily to make removal impossible. In many applications, the more practical objective is to make unauthorized interference apparent. The problem arises when a seal can be removed and replaced while leaving little or no credible indication that anything has changed.

This is particularly important where a seal supports chain-of-custody procedures. The organization needs to be able to compare the seal’s physical condition and identification against the expected records so that unexplained changes can be investigated rather than overlooked.

6. The Seal Is Difficult to Apply Consistently

A security seal that performs well only when installed perfectly can become unreliable in a large operation where hundreds of employees, contractors, drivers, or warehouse operators use it. Incorrect positioning, incomplete locking, inconsistent application, or unsuitable removal practices can all reduce the practical effectiveness of the seal even when the product itself is manufactured correctly.

7. The Specification Does Not Match the Risk

This is one of the most important purchasing issues because a seal may be genuine, correctly manufactured, properly installed, and completely intact while still being unsuitable for the application. A general-purpose seal should not automatically be used where greater physical resistance is required, just as a high-security product may be unnecessary where the primary requirement is simple tamper indication.

The specification should begin with the risk and application, then work backwards to the appropriate seal. This prevents procurement decisions from being driven by a single number such as breaking strength or by the assumption that a higher-cost product is automatically more suitable.

What Should Procurement Specify?

Before requesting a quotation, define the operating requirement rather than simply asking for “security seals.” The specification should cover the application, the consequences of unauthorized access, the required security level, the exact access point being secured, identification and marking requirements, environmental conditions, installation method, authorized removal process, and expected order volume.

For high-volume operations, it is also worth considering how easily staff can inspect the seal and match its identification against shipping, warehouse, or asset records. A specification that works on paper but creates confusion during daily operations can introduce a different kind of security weakness.

Strength Is Only One Part of Security Seal Performance

The right security seal is not necessarily the one with the highest breaking strength. The more useful specification is the one that provides the required combination of physical resistance, tamper evidence, identification, environmental performance, usability, and traceability for the application.
